Here's a link to a very flatering text by american Bernie Quigley.
He supports Quebec being a nation, hence a country.
He even asks what exactly is Canada minus Quebec.

Now that Quebec has been formally (not constitutionally) reckongnized as a nation within united Canada, the new question has got to be; where does the canadian nation start and where does it end. I personnally can't stand the two levels of nations, how can a nation be one and be within another at the same time. It reminds me a bit Claude Charon's nation voyageuse. This is simply illogic and so Canada. Where in the world would people vote such an absurd motion?

For Mr.Harper to say that Quebec is a nation is nothing realy. Because, in fact, he is only saying that french speaking Canadians are a part of canada's large cultural differences. But, Quebec is still in canada and that nation is still Canadian. I don't know why sepertists say that this is good because it isen't he's making people think it is to kill the independant movement and make people vote Conservative.
